Why don't you simply charge your paying guests a heating surcharge to cover the possibility of the paying guest manipulating the room heating above a level that you consider to be unacceptable.

@Giesu You can use the childproof lock to prevent your guests from setting excessive temperatures. A drawback is then that the temperature is fixed.
