Set Max opening on thermostat

I would like to be able to set the max opening to ex. 40% for a thermostat. As it is now, the thermostat often opens 70-100% which results in very high return temperatures on the water. This is a problem because I pay an extra fee if I send 40+ degree hot water back into the public net. It would help if I could control the water flow trough the radiator and optimize the cooling of the water

    Can I ask how you know how far the valve is open?

    I think this is a very clear divergence in requirements between how UK central heating systems need to work, and how some European countries work with their communal heating systems. Funny thing is though, many UK people complain about the opposite scenario to what you are raising here (i.e., we want the valves to open more :))

    Can you not just turn down the lockshield at the otherside of the radiator down (or are you in a country where they don't use these?

    This gets mentioned a lot by district heating customers. I'm sure there is already at least one other request for the feature.
