Radiator valve always open

The radiator in my living room is always hot when the circulation pump is on ,regardless of what temperature it is set to. Can the actuator on the radiator thermostat be stick, and how is it possible to check?

    Does it turn off if you attached a dumb TRV and close it completely ?

    If it does then you may need to reset your tado TRV

    If no TRV can close the valve then you may need to replace it
