Vaillant Ecotec at only 20% power - it's cold!

I have recently bought and installed a Tado V3+ starter pack and two additional Smart Radiator Thermostats. I have 4 rooms configured, with the main one our living room that has the wall-mounted Smart Thermostat and 3 smart radiator thermostats. The boiler is a Vaillant Ecotec Plus from 2014, type VHR NL 25-30 (previously with CalorMatic 370 thermostat).

The problem is: our boiler always burns at only 20% heating power, according to the boiler's display. This does not change even with all rooms set to maximum in the Tado app. On warmer days like today it's no issue, house is nice and warm. As soon as the outside temperature drops below say 5 *C, it takes hours for our living room to heat up from 16.5 *C (nighttime) to 20.5 *C (daytime). This is far from ideal with a newborn in the house. I have contacted customer support, but so far they have not taken any priority to this despite the circumstances.

I have read on the forum about issues with newer Vaillant control modules (VR66 versus VR65). I'm not sure which one we have, I added a picture to be sure. Given the install date of our boiler I would guess we may still have the VR65 module, so it should work via eBUS. Being in the Netherlands our boiler does come pre-installed with the VR33 (OpenTherm) module (second picture), that I disconnected per Tado installation instructions.

How can I get the Tado system working correctly? Should I plug the VR33 back in and just use OpenTherm? If so, what should I adjust in the Tado settings? Help is much appreciated!
