Startup in the morning is slowed down

In the morning, when heating starts up, i see that for 10 to 20 minutes heating on the cv is limited to about 35 degrees celsius. However the vaillant heater is set to use 70 degrees. After a variable time between 10 an 20 minutes, the heater goes in full power and heats tot 65. Is tado limiting the power of the heater at startup ?
