Some TRVs not firing when manually set to call for heat

I've got a recently installed system with an Ideal Vogue Max boiler; under-floor heating (on a wired thermostat) in the kitchen; and Tado TRVs on all except 2 of the radiators in the rest of the house with 1 wireless thermostat.

The heating works fine on schedule and when any of the upstairs radiators are manually set to call for heat (set to 25 degrees). However when any of the downstairs radiators are set to call for heat individually (i.e. when the wireless thermostat and all other radiators are off), then the boiler doesn't fire (it shows as on in the app, but the light on the wireless receiver remains off).

Any suggestions?

    Have you set up rooms in the app? If so, are they set to have a zone controller?

    Thank you - that's the problem! Each TRV is in a separate room - but the downstairs rooms haven't been assigned a controller.
