Wireless thermostat temperature control clarification

This might be a total stupid question, but I'll ask anyway 😔.
Got a new boiler fitted yesterday and tado wireless v3+ thermostat. Am i correct in assuming when I set the temperature of the thermostat to the desired temperature I want e.g 21c. This just turns the boiler on and heats the room until it reaches 21c.
Basically it doesn't set the water temperature of the radiators for the boiler, as I can see the temperature on there is at 60c and this has confused me 😁
