Over heating

Two of my room thermostats are over-heating to 24 or 25 - despite me switching to "Off" on the App. The underfloor heating actuators for those rooms are showing that they are drawing heat from the boiler (top popped up). All the other rooms are behaving normally (set at 20 degrees - as set in the Smart Schedule. ) I have tried re-pairing the stat to no avail. I have checked the pins and also replaced the actuators, but the problem persists. Thanks for any help
