Cannot connect device to zone controller (maxRoomsReached)

I have 15 devices + the Internet bridge. Although support article states that we can have up to 25 devices, and less than 7 devices in on rooms, the app does not let me connect my 13th device to a zone controller.

It seems the system is blocking on a different issue but giving the wrong error message, has anybody witnessed that?

    The basic system allows up to 10 zones (rooms) and up to 25 devices. We have 14 devices+bridge+wireless receiver. To avoid the zone limit, the TRVs in three bedrooms are set as 'independent'. They act as a smart schedule/temperature TRV for the bedroom, but rely on the other rooms to 'call for heat'.
