Tado smartthermostat controlled opening

I Would like to use my smart radiator thermostat to control my heat exchanger based on the outdoor temperature. I have two ideas.

1. Can I command it to open to a specific degree, disregarding temperature regulation. Fx command it open to 60% flow in the winter and 40% in spring
2. Can I use the thermostat to regulate heat exchanger flow based on radiator water temp = 40 degrees Celsius using an extra temperature sensor?
