Calling for heat but valve closed

I've noticed this on 2 of my TRV's lately.
Seems the TRV's are not telling me that the batterys are low. They will call for heat yet not have the power to open the valve. Once I change the batteries they work again.
I have 5 TRV's and this has happened on 2 of them.
Any ideas why this happens?
