One radiator stat is not controlling temp in room

I have 10 zones with smart rad valves. 1 zone is set at 21 but heats to 25. History shows no call for heat when 21 reached but radiator keeps getting hotter. I’ve tried remounting but no change. What should I do?

Have you tried replacing the batteries?
