Does Boiler Control have Primacy?

If the Tado boiler control thermostat is not asking for heat (low setting or frost protection) can a radiator thermostat in another room call for heat and switch on the boiler?

When you have multiple devices, each device (or more correctly said, each room) can independently call for heat. The boiler control thermostat is only the gateway for doing it.
