Some radiator thermostats are not taking control

Hello,
With the amazing help of @Montage and @wateroakley i managed to install the main controller of V3+ Wireless Smart Thermostat with starter kit and programmer with hot water.

I now installed the radiator thermostat on 12 radiators. 8 work well, but 4 of them continue to heat the specific radiator when the app is set to be turned off.
In other words, if one radiator is on in another room (for a good reason) these 4 join regardless of the thermostat and the app that indicates it should be off.

Here is what I tried so far:
1. Remove from the app and reinstall
2. Remove the batteries, re-calibrate
3. Check connection with the app (ask it to blink - say Hi).

For 2 of the 4 I had an initial E4 error, but the steps above it fixed it.

Pictures below for one example. Radiator. The manual valve I had before did work.

Any tips? Advice? More information that I should share? Thank you!

    @NickUK If the radiator continues to heat …

    1. Use the flat blade of a screwdriver to check that the TRV valve pin moves freely down and up.
    2. Check which end of the rad is the flow and return. Look for the 'arrow' markings on the valve for a bi-directional valve, or an older uni-directional valve. Uni-directional valves will not work properly on the return.
    3. Check that the Tado TRV base is screwed fully down.
    4. Take the batteries out of the Tado TRV head. Leave out for at least one minute. Re-insert the batteries, refit the TRV and it should recalibrate.
    5. Check the Room settings for 'Independent' or 'Zone controller'. Note the V3+ control limit of 10 Zones and 25 Devices. With more than 10 'Zones', you will set some Room and Device as 'Independent'.
    6. To check the Tado TRVs, swap the non-functioning Tado TRV for one that you know works.
