What is the easiest way for users to know if offline scheduling has been enabled on the v3+? Is there some indicator on the app?

Unlikely. This is early access to the feature to allow the community to test it before it's on a General release (and so it'll be on for everybody).

@Emcee Hi - I also submitted the form well over 6 weeks ago and haven't had any emails. Could you confirm if I am on the list please, and if there is any way to check in the app? I looked for references to "offline" in the app but cant see anything, unless I actually need to be offline for these to show.

I have an update from the team in charge of this process:
They will catch-up on the people who have not yet had it enabled during the upcoming warmer months. That means (hopefully) most of you will have it enabled by the next cold season.

I have a system of 7 TRVs and 2 wireless sensors built up over several years. None of the TRVs are V3+, 2 of the rooms have 2 radiators with the secondary radiators having the cheaper basic TRVs. To enable offline schedules in the I have to replace the valves that measure temperature and call for heat, but will the secondary valve follow this schedule or does the slave valve also need to be V3+, and the same for the room where the valve is controlled by the wireless sensor?

@markiv78 Hello Mark. That's good question. AFAIK, the 'off-line schedule' is a V3+ feature/function. I would have thought that the 'slave' TRV would follow whatever the 'master' V3+ TRV or room sensor schedule says. However, that would depend on how Tado have implemented the feature/function.
I'd suggest that you ask Tado support, from the main web pages. Copying @Emcee and @policywonk in case they can give a definitive answer?
